When the levy was introduced it was certainly not uncommon to hear grumblings to the effect that it was little more than an 'additional tax' on businesses. It would seem that these latest statistics around the overall level of take up indicates that such a mentality is still quite pervasive. There are nonetheless big benefits to be had by employers who really engage with apprentices, so lets hope that the figures start to show an increase over time as employers find ways of utilising a benefit that they're essentially already paying for.
